The implementation of the project “Capacity Building for the Implementation of the LIFE Programme in Latvia 2” (CAP LIFE LAT 2; LIFE24 CAP/LV/101234006) has been officially launched. The project is developed and implemented by the Ministry of Smart Administration and Regional Development and is supported by the European Union’s LIFE Programme.

The aim of the project is to increase both the number of successful LIFE projects and the quality of applications submitted from Latvia by providing targeted support to applicants and project implementers.

CAP LIFE LAT 2 is the second LIFE capacity-building project in Latvia. It builds on the experience gained during the previous project, including the use of developed databases and tools, in order to address key challenges that limit participation and reduce the quality of submitted proposals.

The project will contribute to improving understanding of the LIFE Programme as a financial instrument and strengthening knowledge of environmental legislation and LIFE requirements. It is expected that participation of Latvian organisations in the LIFE Programme will increase by 15%, while the quality of submitted applications will improve by 10%.

As part of the project, the LIFE Help Desk established during the previous capacity-building project will continue its activities, offering consultations and guidance from experienced experts. In addition, regular training sessions for LIFE applicants and beneficiaries will be organised, and various tools and materials will be further developed.

The project is scheduled to run from 1 November 2025 until 31 October 2028.
