Lessons Learned report for Call 2016

LIFE Help Desk has performed the analysis of submitted LIFE project proposal evaluations provided by those applicants who submitted their project proposals in 2016.

The analysis was performed with an aim to recognise the successful examples and typical mistakes in previously submitted project proposals, and subsequently use this knowledge for improving the quality of future proposals. The analysis was based on the information in the EC evaluation letters provided to the LIFE HD team by the applicants who submitted projects for the Call 2016. The information gathered will serve as a valuable resource for timely preparation of the future applicants, raising the capacity of the specialists at LIFE HD in upcoming calls, as well as for improving the quality of project proposals and fostering better understanding of the programme among the applicants.

Comparing data of evaluations from the Call 2015 and Call 2016 the analysis shows that the applicants have been repeatedly making similar mistakes when submitting project proposals for LIFE programme. The findings suggest that LIFE Help desk and project applicants will have to pay more attention to the technical and financial quality of project proposals, especially in regard to planning, activities and the budget. However, the analysed data also indicated several positive changes that have occurred, i.e. several projects have received positive feedback on successful solutions and well-prepared activity descriptions. It is evident that project applicants are more capable to determine the most suitable LIFE programme priorities that fit their activity plans and are generally adhering to the “EU added value” requirements of the programme.
