M\u0113r\u0137is &ndash; atbilsto&scaron;i Klimata p\u0101rmai\u0146u starpvald\u012bbu padomes (IPCC) vadl\u012bnij\u0101m aprob\u0113t SEG emisiju uzskaites metodolo\u0123iju un izstr\u0101d\u0101t nacion\u0101los emisiju faktorus SEG emisiju pamatavotiem apsaimniekot\u0101m p\u0101rejas un augst\u0101 purva augsn\u0113m. Tas \u013caus veikt SEG emisiju p\u0101rr\u0113\u0137inu nacion\u0101laj\u0101 SEG inventariz\u0101cijas zi\u0146ojum\u0101, k\u0101 ar\u012b SEG emisiju progno\u017eu zi\u0146ojum\u0101 un ar tiem saist\u012btajos dokumentos, nodro&scaron;inot metodisko b\u0101zi SEG emisiju mazin\u0101&scaron;anas pas\u0101kumu ievie&scaron;anai organisko aug&scaron;\u0146u apsaimnieko&scaron;an\u0101 Latvij\u0101. LIFE REstore ietvaros SEG emisiju m\u0113r\u012bjumus veic igau\u0146u uz\u0146\u0113mums O&Uuml; &ldquo;Severitas&rdquo; un Tartu Universit\u0101te sadarb\u012bb\u0101 ar&nbsp; Latvijas Valsts me\u017ezin\u0101tnes instit\u016btu &ldquo;Silava&rdquo;.<br \/>\n\tLatvija ir ar k\u016bdras resursiem bag\u0101ta valsts, bet k\u016bdras resursi jeb organisk\u0101s augsnes ir viena no liel\u0101kaj\u0101m oglek\u013ca kr\u0101tuv\u0113m, l\u012bdz ar to ar\u012b emisijas no apsaimniekot\u0101m organiskaj\u0101m augsn\u0113m ir lielas. Organiskaj\u0101m augsn\u0113m ir b\u016btiska loma kop\u0113j\u0101 SEG inventariz\u0101cij\u0101 Latvij\u0101 &ndash; t\u0101s ir liel\u0101kais emisiju avots Zemes izmanto&scaron;anas, Zemes izmanto&scaron;anas mai\u0146as un me\u017esaimniec\u012bbas sektor\u0101 (ZIZIMM). &Scaron;obr\u012bd SEG emisiju apr\u0113\u0137in\u0101&scaron;anai Latvija izmanto starptautiskos emisiju faktorus, kas neatbilst Latvijas klimatiskajiem apst\u0101k\u013ciem. T\u0101 rezult\u0101t\u0101 emisijas no organiskaj\u0101m augsn\u0113m tiek p\u0101rv\u0113rt\u0113tas.<\/p>\n<p>\n\t<em>SEG emisiju p\u0113t\u012bjuma valstiskais noz\u012bm\u012bgums<\/em><\/p>\n<p>\n\tProjekta LIFE REstore sadarb\u012bbas partnera &ndash; Latvijas Valsts me\u017ezin\u0101tnes instit\u016bta &ldquo;Silava&rdquo; &ndash; p\u0113tnieks Ain\u0101rs Lupi\u0137is: &ldquo;&Scaron;\u012b p\u0113t\u012bjuma rezult\u0101t\u0101, m\u0113s ieg\u016bsim nacion\u0101li piel\u0101gotus emisiju faktorus, kas \u013caus prec\u012bz\u0101k apr\u0113\u0137in\u0101t emisijas, kas rodas, apsaimniekojot organisk\u0101s augsnes. T\u0101d\u0113j\u0101di, sp\u0113sim prec\u012bz\u0101k nov\u0113rt\u0113t k\u016bdras izstr\u0101des, lauksaimniec\u012bbas un me\u017esaimniec\u012bbas lomu nacion\u0101laj\u0101 SEG bilanc\u0113.&nbsp; Tas \u013caus ne tikai uzlabot apr\u0113\u0137inu precizit\u0101ti, bet ar\u012b sniegs zin\u0101&scaron;anas, kuras var\u0113s izmantot efekt\u012bv\u0101kai organisko aug&scaron;\u0146u apsaimnieko&scaron;anai, lai n\u0101kotn\u0113 mazin\u0101tu apsaimnieko&scaron;anas rezult\u0101t\u0101 radu&scaron;\u0101s SEG emisijas Latvij\u0101, uzlabojot un\/vai atvieglojot Latvijas iesp\u0113jas sasniegt klimata p\u0101rmai\u0146u mazin\u0101&scaron;anas m\u0113r\u0137us. Apr\u0113\u0137in\u0101tie emisiju faktori atvieglos atbild\u012bgo instit\u016bciju l\u0113mumu pie\u0146em&scaron;anu n\u0101kotn\u0113, un \u013caus izstr\u0101d\u0101t pamatotas vadl\u012bnijas un rekomend\u0101cijas k\u016bdras, lauksaimniec\u012bbas un me\u017esaimniec\u012bbas nozar\u0113s.&ldquo;<br \/>\n\tSavuk\u0101rt LIFE REstore projekta vad\u012bt\u0101js Kaspars Pab\u0113rzs, Dabas aizsardz\u012bbas p\u0101rvalde, uzsver: &ldquo;Rezult\u0101t\u0101 m\u0113s sp\u0113sim objekt\u012bvi prognoz\u0113t saimniecisk\u0101s darb\u012bbas ietekmi uz SEG emisiju apjomu un izv\u0113l\u0113ties no klimata izmai\u0146u mazin\u0101&scaron;anas viedok\u013ca efekt\u012bv\u0101kos risin\u0101jumus izstr\u0101d\u0101to k\u016bdras atrad\u0146u rekultiv\u0113&scaron;anai. &Scaron;\u012bs ieg\u016bt\u0101s zin\u0101&scaron;anas apvienojot ar projekta LIFE REstore ietvaros veikto degrad\u0113tu k\u016bdr\u0101ju ekosist\u0113mu pakalpojumu nov\u0113rt\u0113jumu, k\u0101 ar\u012b identific\u0113tajiem degrad\u0113tu k\u016bdr\u0101ju rekultiv\u0101cijas scen\u0101rijiem, mums \u013caus izstr\u0101d\u0101t rekomend\u0101cijas degrad\u0113tu k\u016bdr\u0101ju rekultiv\u0101cijai un sagatavot atbalsta r\u012bku l\u0113mumu pie\u0146\u0113m\u0113jiem, lai ilgtsp\u0113j\u012bgi pl\u0101notu degrad\u0113tu k\u016bdr\u0101ju teritoriju atk\u0101rtotu izmanto&scaron;anu, sabalans\u0113jot vides, ekonomiskos un klimata aspektus. \u0145emot v\u0113r\u0101, ka Latvij\u0101 ir aptuveni 26 000 ha degrad\u0113tu k\u016bdr\u0101ju un v\u0113l apm\u0113ram tikpat liel\u0101 teritorij\u0101 &scaron;obr\u012bd notiek k\u016bdras izstr\u0101de, p\u0113c kuras b\u016bs nepiecie&scaron;ams veikt degrad\u0113to teritoriju rekultiv\u0101ciju, &ndash; projekta LIFE REstore rezult\u0101ti sniegs iev\u0113rojamu valstisku pienesumu.&rdquo;<\/p>\n<p>\n\t<em>SEG emisiju p\u0113t\u012bjuma pirm\u0101 gada rezult\u0101ti<\/em><\/p>\n<p>\n\tLai ar\u012b SEG emisiju m\u0113r\u012bjumi tiks veikti v\u0113l vienu gadu, pirm\u0101 gada m\u0113r\u012bjumi \u013cauj izdar\u012bt svar\u012bgus secin\u0101jumus.<br \/>\n\t&bull; Pirm\u0101 gada m\u0113r\u012bjumu rezult\u0101ti uzr\u0101da, ka augsnes oglek\u013ca dioks\u012bda (CO2) emisijas projekt\u0101 apskat\u012btajiem zemes izmanto&scaron;anas veidiem ir l\u012bdz pat div\u0101m reiz\u0113m maz\u0101kas, sal\u012bdzinot ar pa&scaron;reiz izmantotajiem pie\u0146\u0113mumiem nacion\u0101laj\u0101 SEG inventariz\u0101cij\u0101. Tom\u0113r, &scaron;ie rezult\u0101ti ir provizoriski, un j\u0101\u0146em v\u0113r\u0101, ka aizvad\u012btais gads ir bijis nokri&scaron;\u0146iem neierasti bag\u0101ts, kas var atst\u0101t ietekmi uz rezult\u0101tiem &#8211; liels augsnes mitrums samazina oglek\u013ca dioks\u012bda emisijas.<br \/>\n\t&bull; Liel\u0101kais emisiju avots ir k\u016bdras augsnes, kuras kultiv\u0113 k\u0101 aramzemes vai k\u0101 ilggad\u012bgos z\u0101l\u0101jus, kas sakr\u012bt ar iepriek&scaron;\u0113jiem pie\u0146\u0113mumiem un zin\u0101&scaron;an\u0101m no citu valstu un zin\u0101tnieku pieredzes. Maz\u0101k\u0101s emisijas ir me\u017eos uz k\u016bdras augsn\u0113m. Kaut ar\u012b organisko vielu sadal\u012b&scaron;an\u0101s me\u017ea augsn\u0113 ir sam\u0113r\u0101 strauja, to ienese augsn\u0113 caur koku sakn\u0113m, lap\u0101m, skuj\u0101m un zemsedzes ve\u0123et\u0101ciju sp\u0113j kompens\u0113t organisko vielu sadal\u012b&scaron;anos p\u0113c nosusin\u0101&scaron;anas un kop\u0113j\u0101 CO2 bilance ir tuva neitr\u0101lai.<br \/>\n\t&bull; Pirmie rezult\u0101ti uzr\u0101da tendenci, ka dz\u0113rve\u0146u un melle\u0146u plant\u0101ciju ier\u012bko&scaron;ana biju&scaron;aj\u0101s k\u016bdras izstr\u0101des plat\u012bb\u0101s samazina CO2 emisiju daudzumu.<br \/>\n\t&bull; Negaid\u012bti lielas CO2 emisijas konstat\u0113tas no augst\u0101 un p\u0101rejas purva ekosist\u0113m\u0101m. Emisiju daudzums no &scaron;\u012bm ekosist\u0113m\u0101m ir apm\u0113ram t\u0101ds pats k\u0101 k\u016bdras izstr\u0101des plat\u012bb\u0101s un plat\u012bb\u0101s, kur k\u016bdras izstr\u0101de p\u0101rtraukta un nek\u0101di turpm\u0101ki apsaimnieko&scaron;anas pas\u0101kumi nav veikti. &Scaron;\u0101di rezult\u0101ti ir pretrun\u0101 ar literat\u016br\u0101 pieejamo inform\u0101ciju. T\u0101d\u0113\u013c ir j\u0101sagaida otr\u0101 gada rezult\u0101ti, lai izdar\u012btu t\u0101l\u0101kus secin\u0101jumus saist\u012bb\u0101 ar konstat\u0113to.<br \/>\n\t&bull; Met\u0101na emisiju m\u0113r\u012bjumi apstiprina iepriek&scaron;\u0113jos pie\u0146\u0113mumus &#8211; jo liel\u0101ks ir augsnes mitrums, jo liel\u0101kas ir emisijas. Liel\u0101kais met\u0101na emisiju avots ir dab\u012bg\u0101s purvu ekosist\u0113mas &ndash; augstie un p\u0101rejas purvi. Sal\u012bdzino&scaron;i lielas met\u0101na emisijas konstat\u0113tas ar\u012b plat\u012bb\u0101s, kur k\u016bdras ieguve ir p\u0101rtraukta un plat\u012bbas ir apaugu&scaron;as ar zemsedzes ve\u0123et\u0101ciju, un plat\u012bb\u0101s, kur atrodas ilggad\u012bgie z\u0101l\u0101ji. &Scaron;aj\u0101s plat\u012bb\u0101s ir pasliktin\u0101jies nosusin\u0101&scaron;anas gr\u0101vju st\u0101voklis, t\u0101d\u0113\u013c ir palielin\u0101tas met\u0101na emisijas. P\u0101r\u0113j\u0101s plat\u012bb\u0101s &ndash; me\u017eos, ogu plant\u0101cij\u0101s, k\u016bdras izstr\u0101des plat\u012bb\u0101s un plat\u012bb\u0101s, kur k\u016bdras izstr\u0101de p\u0101rtraukta, met\u0101na emisijas ir nenoz\u012bm\u012bgas, skujkoku me\u017eos pat konstat\u0113ta met\u0101na piesaiste.<\/p>\n<p>\n\t<br \/>\n\t<em>K\u0101 notiek SEG emisiju m\u0113r\u012bjumi<\/em><\/p>\n<p>\n\tProjekta LIFE REstore ietvaros divu gadu period\u0101 &ndash; no 2016. gada decembra l\u012bdz 2018. gada decembrim &ndash; notiek SEG emisiju m\u0113r\u012bjumi &ndash; ar sl\u0113gto kambaru metodi tiek iev\u0101kti noz\u012bm\u012bg\u0101ko siltumn\u012bcefekta g\u0101zu (oglek\u013ca dioks\u012bds (CO2), met\u0101ns (CH4), sl\u0101pek\u013ca oks\u012bds (N2O)) emisiju paraugi.
